COMAH Services

The COMAH (Control of Major Accident Hazards) Regulations apply to UK facilities handling significant quantities of dangerous substances. Achieving COMAH compliance means demonstrating robust safety management systems, effective risk reduction, and emergency preparedness to protect people and the environment from major accident hazards, aligned with UK legislation and European Seveso III requirements.

Service information

  • Identify dangerous substances and inventory thresholds in accordance with COMAH regulations (e.g. aggregation rule, 2% rule)
  • Prepare and maintain Safety Reports, including Pre-Construction Safety Report (PCSR) and Pre-Operational Safety Report (POSR)
  • Ensure all necessary measures are implemented for ALARP demonstration
  • Maintain the "golden thread" from optioneering to hazard identification through to proportionate risk assessment and technical substantiation
  • Ensure alignment HSE guidance (e.g. HSGs) and other relevant good practice (RGP) to support ALARP demonstration
  • Use Quantitative Risk Assessment (QRA) to evaluate complex or novel hazards
  • Provide clear compliance against Competent Authority procedures and delivery guides such as safety report assessment manual (SRAM) and safety report assessment guides (SRAGs)
  • Apply relevant standards such as BS EN 61508 / 61511 (functional safety)
  • Conduct safety reviews, audits, gap analyses, and compliance checks to maintain regulatory alignment
  • Guide organisations through updates, reviews, and submissions of COMAH Safety Reports following operational or regulatory changes
  • Provide ongoing compliance support, including engagement with the Competent Authority (HSE/EA) and regulatory bodies
